Andhra Pradesh Govt today took an exceptional, rather bold, decision by declaring two IAS officers as consecutive successor to the outgoing Chief Secretary. The outgoing CS Satya Prakash Tucker (IAS:1981:AP) is scheduled to retire on 28 February on completion of the extended tenure.
Interestingly, Andhra Govt appointed Ajeya Babu Kallam (IAS:1983:AP) as new Chief Secretary for only 31 days and simultaneously named Dinesh Kumar (IAS:1983:AP) as successor to Kallam who will be retiring on March 31, 2017. Currently, Kallam serves Special Chief Secretary (Finance & Revenue) in the state.
Kallam will receive the baton from Tucker on 28 February and after 31 days he will hand over the charge to Dinesh Kumar (IAS:1983:AP) who has simultaneously been named as successor to Kallam. It may be mentioned that Dinesh Kumar will have 18 months long tenure as Chief Secretary w.e.f 01 April 2017.
The Centre reportedly turned down the state government's request for a six-month extension of Kallam's tenure, leaving it with no option but to appoint Dinesh as the subsequent CS. It is believed that while denying extension to Kallam the Centre cited a similar case in neighbouring Telangana as a precedent, wherein K Pradeep Chandra (Retd IAS:1982:TL) had got only one month to serve as CS in December 2016 when the request for extension of his tenure was rejected.
