If some well placed sources are to be believed the Congress High Command is said to have started lobbying for Ratna Prabha (IAS:1981:KN) as Karnataka CS, even as the DoPT has advised the state government to expedite action against her for various acts of commission committed as Principal Secretary IT, Andhra Pradesh. Although these charges were earlier trashed by the courts, a question mark hangs on her integrity and hence the recent office memo issued by the DoPT (Web-link below). Whatever, Ratna Prabha has now mobilised support from her former bureaucrat and her batchmate Koppulla Raju (IAS:1981:AP), Head of All India Congress SC-ST Cell, who has pleaded her case with Rahul Gandhi. Raju is Rahul Gandhi's choice to drive the Congress agenda for scheduled castes. RaGa is said to have agreed to recommend her to Chief Minister, Karnataka to be made CS at the end of this month when the current incumbent completes his extended tenure on 30 Sept 2016. A few months back, Karnataka Dalit Sangharsha Samiti (DSS) also took out a march demanding for her to be made Chief Secretary to ensure justice to Dalits. In an upcoming election year, the Chief Minister may have no option but to agree to High Command's choice.
