city-government-ias-officers-upset The appointment of PWD's engineer in chief Sarvagya Srivastava as secretary of the department has upset city government's IAS officers as they see the job as a cadre post. However, the Delhi government has a different take.  It says the charge has been given to Srivastava in the absence of PWD principal secretary Chetan Sanghi who is on leave. There is a precedence of non-IAS officers being posted as secretaries, the prime example being Sukesh Jain, an IRS officer who has been secretary (power) in the absence of principal secretary Srivastava is a 1980 batch engineering service officer, who, sources said, is technically senior to even chief secretary KK Sharma, a 1983 batch IAS officer. The order appointing Srivastava, signed by PWD minister Satyendar Jain, says: "Sarvagya Srivastava, engineer-inchief, PWD, with additional charge of special secretary (works), shall look after the work of secretary in addition to his own duties till either the secretary (PWD) resumes duty or till specific orders for alternative arrangement are made."
