NEW DELHI (15.05.2026):Union Cabinet Secretary Dr T V Somanathan (IAS: 1987: TN) has directed all Union Secretaries and State & UT Chief Secretaries to document ‘innovative governance practices’ for a national repository to institutionalize administrative excellence and foster cross-state learning. Spearheaded by the National Centre for Good Governance (NCGG), the study aims to transform individual success stories as models for public administration across the country.
A Push for Cross-Learning
In a letter written to Secretaries to the Government of India and Chief Secretaries of States and Union Territories, the Cabinet Secretary emphasized that the "immense experience" of officers in the All India, Central, and State services holds significant value for the nation. “It is desirable that good practices or learnings of wider applicability are documented and made available to other officers. This will encourage cross-learning and improve governance," the letter stated
How to go about it?
The officers have been asked to submit their entries by May 31, 2026. To ensure inclusivity and ease of expression, the government has introduced several flexible criteria:
Language no bar: Officers can submit notes in English, Hindi, or any regional language.
Format: While the format is flexible, the notes must be typed (not handwritten) and limited to a maximum of seven pages.
Scope: Entries can cover any area of public administration, ranging from simple workflow tweaks to massive digital transformations.
Submission: Direct entries are to be emailed to [email protected].
How will selection be done?
The government has outlined a rigorous multi-tier vetting process to ensure only the most impactful practices are archived:
Preliminary Study: The NCGG will first examine the notes for relevance and significance.
External Validation: Claims made in the submissions will undergo independent verification.
Scrutiny Committee: A high-level panel of senior officers in the Cabinet Secretariat will conduct the final review.
Digital Repository: Selected practices will be uploaded to the official portals of the Cabinet Secretariat and the NCGG as a reference guide for peers.
