New Delhi (22.02.2025): The Centre on Friday constituted RoSCTL Committee with former Union Home Secretary Gopal Krishna Pillai (Retd IAS: 1972: KL) as Chairman and former DIPAM Secretary Neeraj Kumar Gupta (Retd IAS: 1982: UP) as one of the Members.
The other members include Y G Parande (Ex-Member, CBEC), Gautam Ray (Ex-Chief Commissioner of Customs & Central Excise) and S R Baruah (Ex-Principal CC of Customs & CE). ⁠Joint Secretary (Drawback Division of CBIC) has also been designated as Secretary.
The committee is mandated for updating the recommended ceiling rates schedules under the Rebate of State and Central Taxes and Levies (i.e. RoSCTL) Scheme. 
To these senior civil servants like GK Pillai, NK Gupta, YG Parande, Gautam Ray and SR Baruah, the new responsibilities come as an opportunity to reconnect with the foreign trade framework and assist the Government. For example, to former DIPAM Secretary Neeraj Kumar Gupta, it brings him an opportunity to refresh his seven years stint in the Ministry of Commerce & Industry.
As per terms of reference of the Committee, it will interact with the administrative Ministries, Export Promotion Councils, Commodity Boards, Trade Bodies and other stakeholders to elicit relevant data. It will work out modalities for the calculation of duties/ taxes/ levies at the Central, State and Local level, borne on the exported product covered under the RoSCTL Scheme, including prior stage cumulative indirect taxes on goods and services used in the production of exported product and such indirect duties/ taxes/ levies in respect of distribution of exported product based on the underlying principles of the RoSCTL scheme.
