AS empanelment of 1991 batch IAS expected shortly: How it would turn out to be !

1505When the government of India on July 19, 2018
had issued the notification of empanelment of 1989 and 1990 batch IAS officer
for holding additional secretary and equivalent posts at the Centre, the figure
(41 from 1989 batch and 40 from 1990 batch) was considered fair enough. But the
empanelment list of 1991 batch which is expected any time soon will be far less
than its previous batches. What is surprising is that in all likelihood
there may be none from Gujarat cadre in the empanelment list if some special
case is not applied. Indianmandarins tried hard to bring forth real facts and
valuable insights that are set to decide the fate of 1991 batch IAS officers as
the notification of empanelment is expected anytime soon. The 1991 batch had initially 98 officers of
which only approximately 38 had the eligibility to be considered for AS
empanelment. Of the total strength of 98, only 68 officers were empanelled as
Joint Secretary (GoI) thus they were expected to join the league for further
career progression but many of them either retired or sought VRS. Five officers have already retired whereas
Kant Panwar (UD) and Manoj Sharma (RJ) opted for VRS. Uma Kant Panwar (UD)
moved to Asian Development Bank (Manila). Further, at least four IAS officers
from the batch have joined GoI within a year or so thus may be left out in the
empanelment list (initial). It may be mentioned that minimum three years of
service in government of India at Director/JS level under Central Staffing
Scheme is considered as mandatory for an officer to become eligible for
Additional Secretary empanelment. What primarily appears to have adversely
affected prospects of the batch is the fact that out of total 68 officers
(empanelled as JS) approx 25 never came to government of India on deputation.
During its extensive exercise to figure out the contours of empanelment of 1991
batch; Indianmandarins could make out at least four IAS officers who may not
come to government of India even if they are empanelled.
1991 batch officers are eagerly waiting their
turn to join the league and become Additional Secretary in government of India.
