Ire of higher ups: Man behind Train18 feels the heat

New Delhi: The man behind the design and development of 'Train 18' (India's first semi high speed train later rechristened Vande Bharat Express) feels the heat of taking up an administrative issue bluntly in the department. As reported by The Hindu his decisions proved distasteful to the higher ups inviting their ire.

 

Southern Railway's Chief Mechanical Engineer Subhranshu was transferred to Rail Wheel Plant, Bela in Bihar as Chief Administrative Officer last week. His present posting is being termed as punishment posting with no routine transfer due to him which is in normal course done in two years.

 

The power corridor is considering his decision as reason for his abrupt unceremonious transfer. As reported ordering the suspension of on board housekeeping services in several trains proved counterproductive for him as it pointed out that Southern Railway was running out of funds to pay contractors’ dues. 

 

Though the Railway Ministry swung into action and released an amount of Rs 50 Cr immediately as against the pendency of Rs 38.6 Cr till August 22, 2019.

 

Interestingly, the sanction of fund anf Subhranshu's transfer order came almost simultaneously.

Appointment of five Railway GMs hangs in balance

It is reliably learnt that crucial appointments to the post of General Manager and Zonal Managers of Indian Railways have been left to languish due to differing views between Railway Board and Department of Personnel and Training on recommendations of selection panel. It goes on without signs of an early solution.

Top sources indicate that (DOPT) twice returned the panel recommended by the Railway Board for appointment to GM level posts in Indian Railways.

Sources say, Ministry of Personnel sensed the possibility of intended advantages to be given to a particular service. And, thus, the DOPT expressed its displeasure by returning the panel.

Chairman Railways Board is reported to be trying to address DOPT’s concerns that relate to maintaining fairplay in appointments.

At present the posts of GM, Rail Wheel Factory (Bangalore) and GM, Southern Railway, are lying vacant. This is so since 1 April 2019. Moreover, GM posts in Eastern Railway (Kolkata), South East Central (Bilaspur) and Rail Coach Factory (Kapurthala) fell vacant on 1 May 2019 and await new appointments ever since.

NaMo administration, on Thursday, cleared the appointment of 11 senior officers to General Manager (GM) and GM level posts in India Railways. The list is as follows:

 

  • Ajay Vijayvargiya (IRSS) laterally shifted as GM, West Central Railway. He serves as GM, Kolkata Metro Rail.
  • P C Sharma (IRSS) appointed as GM, Kolkata Metro vice Vijayvargiya.
  • Rajiv Chaudhry (IRSE) appointed GM, North Central Railway, Allahabad
  • Magroob Hussain (IRSEE), appointed as GM, Rail Wheel Factory, Yelhanka. Currently he serves as DG, RDSO, Lucknow.
  • Virendra Kumar (IRSME) replaces Magroob as new DG, RDSO (Lucknow)
  • P S Mishra (IRTS) appointed as GM, South Eastern Railway, Garden Reach, Kolkata.
  • Further, subject to the outcome of Principal Bench of CAT (Delhi) decision filed by Manoj Pande, P K Mishra (IRSE) appointed GM, Chittaranjan Locomotive Works and Pradeep Kumar (IRSEE) appointed DG, National Academy of Indian Railways (NAIR).
  • Simultaneously, Sunil Mathur (IRTS) was granted the pay scale of Railway Zonal Manager.
