If some well-placed sources are to be believed two officers, Mrs Kaveri Jeswal and Pranav Kumar,  working as Joint Director in Lok Sabha were compulsorily retired under the clause U) of Rule 56 of the Fundamental Rules (read with Rule 9 of the Lok Sabha Secretariat) w.e.f. 31 August 2020.

The Lok Sabha Speaker on Friday appointed Utpal Kumar Singh (Retd IAS:1986:UK) as Secretary, Lok Sabha Secretariat w.e.f. 01.09.2020. The detailed terms and conditions of his appointment will be issued separately.

It may be underlined that there was no functional post of Secretary in the Lok Sabha Secretariate in the recent past. It is apprehended that his appointment may be a part of the succession plan for next Secretary-General Lok Sabha. Yet, it appears unlikely because SG, Lok Sabha post is equivalent to Union Cabinet Secretary and 1986 batch officer would be too junior to be drafted as SG.

With Lok Sabha TV Editor In Chief and CEO Ashish Joshi getting an extension for 90 days, it is likely that it may get a new chief sooner or later. Indianmandarins has reliably learnt that Lok Sabha Speaker Om Birla is disappointed with the coverage and programming of the LSTV.

Sources told Indianmandarins that since plan of merger of LSTV and RSTV was being discussed all this while else the present chief Ashish Joshi would have been shown the door by now. LSTV is not into reporting news but its programming is even pathetic. Most of the debaters coming on the LSTV are not up to the debating standards with same faces being repeated even without having expertise on the debating subject. LSTV chief has been allowing that to continue ever since he has taken over as he is surrounded by a coterie, which has been reaching the Speaker.

Lok Sabha speaker is consulting every such person who can help to improve the Lok Sabha TV and he is getting some good advice but the initial roadblock is people executing the plan so he wants to correct them by all means. Sources said that now it is almost certain that merger of LSTV and RSTV is not happening, so Speaker wants a new CEO to run the LSTV professionally with quality programs.

The tenure of Mrs Snehlata Srivastava (Retd IAS:1982:MP), the outgoing Secretary General of Lok Sabha and Lok Sabha Secretariat, has been extended beyond 30.11.2019. Though the notification to this effect does not mention the tenure of extension.

Power corridors are agog about rumors that Snehlata Srivastava (Retd IAS:1982:MP), the first woman Secretary General of Lok Sabha, may cut her tenure short over two weeks ahead of completion. 

It is also believed that establishment may not have been in a mood to extend her tenure beyond December 04, 2019. Secondly, appointing a new Secretary General in the midst of Winter Session (18.11.2019 to 14.12.2019) may not be appropriate. Those in the know of the affairs say that in case of non-extension of tenure a 1983 or 1984 batch IAS officer may be her successor by November 18.

Will LS Secretary General get extension or walk away?

Since the tenure of outgoing Lok Sabha Secretary Mrs Snehlata Srivastava (Retd IAS 1982:MP) is coinciding with the Parliament session which is slated to run between November 18th- December 13, it remains to be seen whether she would be given an extension since her tenure is completing on 4th of December. She took over the office in the first week of December 2017.

If sources are to be relied, her prospects of getting an extension look dim for obvious reasons. Insiders also say that Late Finance Minister Arun Jaitley had pushed her name for Secretary General post. Yet  it is to be seen if she manages to get extension or the NaMo Govt has someone 'Right', upright and bright as its choice as her successor.
