Since March 2017, a number of IAS and IPS officers have been repatriated to their state cadres. Of course, the government is under no obligation to seek the consent of officers if it decides to repatriate them. However, it may do no harm to the government if it follows the best global management practices and seek the consent of officers before transferring them back to their states.
Officers say that most of repatriation cases of the recent past seem to have been executed without the application of mind and hence it has upset the hierarchical order in the states concerned. In the state Govt, only three posts in Apex scale are considered critically important to the govt. They are of Chief Secretary, Development Commissioner and Commissioner Revenue Board whereas rest of the Apex scale posts are considered not as critical for the Govt and unworthy for senior most IAS officers.
For example, the Bihar Govt has 08-10 positions in ACS rank and after the repatriation of Amitabh Verma (IAS:1982:BH), Sunil Kumar Singh (IAS:1983:BH) and Dr Subhas Sharma (IAS:1984:BH), the number of senior most IAS officers in the state has virtually exceeded the accommodating capacity in top hierarchy.
The number of sanctioned strength in ACS rank may vary from state to state but by and large every state has a limitation in accommodating senior rank officers beyond a specified number. Without paying any attention to this dynamics, the central government repatriation drive has created a large pool of senior officers in states who could not be accommodated in posts suitable to their experience and expertise. It can't but have a demoralizing impact.
