These days, one could at best guess with a fair probability of being wrong. Yet the guess work hasn't stopped. The latest guessing game is who may be picked up for the post of Secretary, department of Financial Services also known as Secretary, Banking. It is widely believed that the Modi administration has two big challenges ahead of the 2019 elections - that's of job creation and banking which are seen to be closely interlinked. In the backdrop of decelerating growth, interests have mounted about the selection of the successor of DFS Secretary, Ms Anjuly Chib Duggal (IAS:1981:PB), who is retiring this month end. Experts say if the Govt failed to augment the income of urban middle class and agriculture sector (farmers), the ecosystem for job creation may be impacted. The escalating crises in housing, agriculture, and banking (increasing NPAs) appear to have already given enough warning that the current government's 'chalta hai' attitude (forgiven by the people for the time being because of the way the Hindus have been cursed in their own country for a long time) may knock the bottom out of the tall claims being made by the government with respect to development. There is a large pool of Secretary rank officers from 1984 and 1985 batches. Recently, there were speculations that a 1984 batch officer may be picked for the job, whereas some believed that a lady officer was being considered for the job. It is also feasible that an officer from 1982 or 1983 batch, who has the right mix of seniority, experience & proven track-record in finance ministry affairs, may be picked up.
