It appears a sheer coincidence that the Allahabad High Court which had kept the orders reserved for last six months suddenly waking up on 28th March 2017 to state that it will pronounce the judgement (subjudiced on IRS C&CE cadre) on 04th April 2017. Many wonder whether it's mere coincidence that the PDC for the promotion of IRS C&CE officers from Additional Commissioner to Commissioner (on ad hoc basis) was scheduled for 29th March 2017 and a day before the court wakes up and says it may pronounce judgement on which it had kept its order reserved since October 2016. Sources indicate that the Allahabad CAT judgement of March 2016 shook the entire IRS C&CE cadre. They blame it all on their feeder cadre 'Custom Appraisers' who every time resort to CAT and Higher judiciary to scuttle their prospects. This time, too, the chronology of events confirms the long-held suspicion. They will have to wait till tomorrow when Allahabad HC will pronounce its judgement.
