beneficiary of the double engine government as Mane Swapnil Tukaram (IPS: 2022:
WB) has been transferred from West Bengal cadre to Karnataka Cadre on the
grounds of his marriage with Shaloo (IPS: 2021: KN), a batch senior to him. There is another such case where wife is senior to husband. Bench, New Delhi asked the West Bengal government on April 21, 2026 to grant Mane No
Objection Certificate (NOC). After Mamata Banerjee was ousted from power, All India
Services (AIS) officers seem to have taken a sigh of relief. Such decisions may give optimism about West
Bengal that the state no longer remains to be the ‘graveyard’ for the officers of All India
Services. This is to recall that besides being a classic case of the pursuit of
power by political leaders and the alleged neglect of civil servants'
legitimate dues in career progression, a mere three officers from the West
Bengal cadre of the Indian Administrative Service (IAS) were serving in the
central government till August 2025, raising concerns about the state's approach
to cadre management and its potential impact on governance and federal
representation. This low number; when contrasted with the state's size,
sanctioned cadre strength and central deputation reserve; prompts a section of
civil servants to label West Bengal a "graveyard" for their career aspirations. This has forced many officers to opt for other states on
marriage grounds whosoever has such opportunity. In another such case Aashish
Kumar (IPS: 2022: WB) was shifted to AGMUT cadre in view of his marriage to Dr
Akansha Milind Tamgadge (IPS: 2022: AGMUT) after a long legal battle. Kumar
made a representation dated 28.11.2024, followed by several reminders, however,
no decision has been taken on such representation. Finally, they got the nod on
30.10.2025. There had been cases in the past too when CAT intervened in such
cases. The West Bengal government in its first cabinet decision
has altered the decision of its predecessor by allowing IAS & IPS officers
for training and upgradation programmes by the Centre. Now, many officers may wait or may opt for West Bengal cadre in the changing environment which
