New Delhi (18.04.2026): In a move that has sent ripples through the capital’s power corridors, the Ministry of Home Affairs (MHA) has positioned one of the Prime Minister’s most trusted "delivery man" at the nerve center of Delhi’s restructured administration. Kaushal Raj Sharma (IAS: 2006: UP), the bureaucrat credited with the high-stakes infrastructural overhaul of Varanasi, has been appointed as Secretary to the newly appointed Lieutenant Governor, Taranjit Singh Sandhu (Retd IFS: 1988). The appointment, coming on the heels of the BJP’s electoral victory in the National Capital Territory, is being viewed as a strategic move by the Centre. 

From Kashi to the Capital:
Sharma’s influence in Delhi’s new setup is not a recent development but a calculated escalation. On May 7, 2025, the newly formed BJP government had swiftly placed him at the helm of the Delhi Jal Board (DJB) as its Chief Executive Officer. His arrival on a three-year inter-cadre deputation to the AGMUT cadre was immediately recognized as far from a routine bureaucratic shuffle.

Having served as both District Magistrate and Divisional Commissioner of Varanasi, Sharma earned his stripes managing the Prime Minister’s ambitious Kashi Vishwanath Corridor and a litany of complex urban renewal projects. His knack for navigating overlapping jurisdictions and meeting unforgiving deadlines in the PM’s constituency provided the exact template the Centre sought to replicate in the national capital.

A New Power Equation:
The pairing of Taranjit Singh Sandhu—a heavyweight diplomat with global credentials—and Sharma represents a formidable "double-engine" administrative model for Delhi. While Sandhu brings diplomatic finesse and institutional stature to Raj Niwas, Sharma provides the grassroots administrative grit required to overhaul a city bureaucracy previously defined by populist programming.
