In our previous report we had underlined that NaMo Govt had been giving utmost importance to performance when it comes to appointing key officers. By appointing Vinod Kumar Yadav (IRSEE:1980) as Chairman, Railway Board and ex-officio Principal Secretary to Govt of India, the NaMo Govt and Railway Minister Piyush Goyal made it abundantly clear. Yadav was recently empanelled to hold secretary equivalent post in Govt of India. He also served in UNIDO and DIPP and had extensive interaction with international organisations like JICA in various development projects. V K Yadav is also senior most officer in the rank of GM with over a year as residual service. It may be mentioned that seniority of senior officers in Railways is calculated on the basis of seniority in GM's panel.

For instance, South Central Railways (SCR) has fared high on performance parameters under the leadership of V K Yadav. SCR was best performing zone in the year 2017-18 as adjudged by Ministry of Railways. It's performance in present year too is laudable. There has been no consequential accident in SCR this year (as against 45 all over India). Punctuality performance (M/E) has also improved from 75% (April) to 85% (November). There is 22% growth in loading.
