When the ACC approved the MHA's initiative to grant Apex Scale to 11 senior-most IPS officers posted at the centre it was welcomed by one and all in the IPS fraternity. But in the next few weeks interpretations started changing and the contentment turned into discontentment. Indeed, the ACC's decision to grant Apex Scale to 11 senior-most IPS officers has come to be seen as another ploy by the IAS to deny parity to the IPS. It is pointed out that the decision has, in reality, reduced the number of Apex Scale posts for IPS officers. It is argued whether the government will similarly identify, say 20 posts, of Secretaries for Apex scale to be given to the senior-most officers. How come IAS officers start getting this scale the day they are empanelled without getting Secy level posts? It is stated to be rank discrimination. It is stressed that it's also contrary to what the 7th Pay Commission has recommended - parity with IAS.  It is pointed out that if the loopholes of the latest ACC decision are not brought to the notice of the PM, the anomalies committee will find it easier to scuttle the parity demanded by IPS. So it is expected that the IPS Association may soon approach NaMo and bring to his notice the unwarranted anomaly that has come to undermine the ACC decision.
