New Delhi (31.03.2023): The experiment to enhance the efficiency of government machinery through lateral entry at the JS level is seen coming to a grinding halt. With April 30, 2023 as the last working day as Joint Secretary in the Department of Financial Services (Ministry of Finance) Saurabh Mishra virtually bids a good bye to the Government of India. Mishra was among the six lateral entrants to get two years extension in August 2022. A section of insiders believes that Mishra decided to quit for greener pastures in the corporate world whereas another section believes that he is expected to join IRDAI as Member (Life). Whatever be Mishra’s next move it is noteworthy that of eight lateral entrants only five remains on the turf namely; Rajeev Saksena (DEA), Dinesh Dayanand Jagdale (MNRE), Sujit Kumar Bajpayee (MoEF&CC), Suman Prasad Singh (Road Transport and Highways), and Bhushan Kumar (Shipping). Two of his batchmates Arun Goel (JS, Commerce) and Amber Dubey (JS, Civil Aviation) have already made exit. Goel was the first to resign (December 2020). Amber Dubey moved on completion of his service i.e. three-year contract (17.09.2022). Amber Dubey could have served for another two years but chose not to avail the optional two-year extension given in August 2023. Now Dubey has landed from KPMG to Mckinsey via being a Joint Secretary in Govt of India. It may be recalled that ten open positions across government agencies had been announced in June 2018. Out of the almost 6,000 initial applicants UPSC had, in April 2019, selected only nine candidates of which Ms Kakoli Ghosh (an alumna of IIT, IIM, and Oxford) had quit the turf before joining GoI as JS, Department of Agriculture Cooperation and Farmers Welfare.
