Joint Secretary level reshuffle effected at Centre; 16 officers get a new assignment

The NaMo administration on Monday effected a major bureaucratic rejig. As many as sixteen Joint Secretary level officers were given a new assignment;

  1. Shyam Bhagat Negi (IPS:1990:HP) appointed as Joint Secretary, Ministry of Coal for a period of five years.
  2. Sanjay Lohiya (IAS:1994:AM) appointed as Joint Secretary, Ministry of Mines for a period of five years.
  3. Asheesh Sharma (IAS:1997:MH) appointed as Joint Secretary, Department of Personnel & Training (DOPT) for a combined tenure of seven years ending 24.02.2023.
  4. M Angamuthu (IAS:2002:AM) appointed as Chairman, APEDA under the Ministry of Commerce for a period of five years.
  5. Sudhendu Jyoti Sinha (IRTS:1993) appointed as Adviser, NITI Aayog for a period of five years.
  6. M Maheshwar Rao (IAS:1995:KN) appointed as Joint Secretary and Financial Adviser, Department of Space (Bengaluru) for a tenure of five years by downgrading the post from Additional Secretary level for two years vice Anoop Srivastava.
  7. Mahmood Ahmed (IP&TF&AS:1993) appointed as Joint Secretary Road Transport & Highways (MoRTH) for a tenure of five years.
  8. Rahul Singh (IAS:1996:BH) appointed as Joint Secretary, Department of Personnel & Training (DOPT) for a tenure of five years.
  9. Amitabh Kumar (IRS C&CE:1992) appointed as Joint Secretary, Department of Commerce for a period of five years.
  10. Anurag Bajpai (IFS:1994) appointed as Joint Secretary, Department of Defence Production for a period of five years.
  11. Ms Aditi Das Rout (ITS:1986) appointed as Joint Secretary, Ministry of Women and Child Development till her superannuation on 30.09.2023.
  12. Ms G Jayanti (CSS) appointed as Joint Secretary, Department of Space (Bengaluru) till her superannuation on 31.03.2024.
  13. Ms Kesang Yangzom Sherpa (IRS IT:1995) appointed as Member Secretary, NCTE (Joint Secretary level) under the Department of School Education & Literacy.
  14. Ms. Rekha Yadav (IRPS:1995) appointed as Joint Secretary, Ministry of Panchayati Raj for a period of five years.
  15. Chetan Prakash Jain (IRPS:1995) appointed as Joint Secretary and Financial Adviser, Council of Scientific & Industrial Research (CSIR) for a tenure of five years.
  16. Ashish Chatterjee (IAS:1999:TN) appointed as Senior Directing Staff SDS (Civil), National Defence College under the Department of Defence for a combined tenure of seven years i.e. up to 01.06.2021.

The NaMO administration on Monday effected a major bureaucratic reshuffle at Joint Secretary (JS) and JS equivalent level at Centre. Accordingly;

  1. Ms P Amudha (lAS:1994:TN) appointed as Joint Secretary in Prime Minister's Office, on a lateral shift basis, for the balance period of her five-year central deputation period. Currently, she is serving as Professor, LBSNAA, Mussoorie.
  2. Keshav Chandra (lAS:1995:AGMUT)) appointed as Director, Serious Fraud Investigation Office (SFIO) under the Ministry of Corporate Affairs for an overall tenure of five years up to 17.12.2022. Chandra replaces Amardeep Singh Bhatia (IAS:1993:NL).
  3. Nitishwar Kumar (lAS:1996:UP) appointed as Member Secretary, National Council for Teacher Education (NCTE) under the Department of School Education & Literacy, on a lateral shift basis for a combined tenure of seven years up to 10.07.2021. He replaces Sanjay Awasthi (IRS IT:1989). Presently, Nitishwar Kumar is working as Joint Secretary, Ministry of Water Resources, River Development & Ganga Rejuvenation.
  4. Sudhir Kumar (lAS:1999:AGMUT) appointed as Additional Secretary (JS level), Central Vigilance Commission (CVC) for a combined tenure of seven years up to l6.03.2022. He replaces Ms Archana Varma (IAS:1995:AM) by treating the post akin to Non-CSS.
  5. Sajjan S Yadav (lAS:1995:AGMUT) appointed as Joint Secretary, Department of Expenditure, on a lateral shift basis for an overall tenure of five years up to 19.08.2022. Presently he is working as Joint Secretary, Ministry of Women & Child Development.
  6. Ms Varsha Joshi (lAS:1995:UT) appointed as Joint Secretary, Department of Animal Husbandry & Dairying for a tenure of five years vice Mihir Kumar Singh (IAS:1993:BH).
  7. Anupam Mishra (IES:1995) appointed as Joint Secretary, Department of Consumer Affairs for a tenure of five years vice Amit Mehta (IOFS:1987). Mishra’s appointment as Joint Secretary, DMEO, NITI Aayog (order dated 29.05.2020) is cancelled.
  8. Rakesh Mittal (IDES:1995) appointed as Joint Secretary, Department of Defence for a tenure of five years vice M Subbarayan (CSS) consequent on his voluntary retirement from service.
  9. Ms Pallavi Agarwal (IRS lT:1991) appointed as Joint Secretary, Ministry of Women & Child Development for a tenure of five years vice Sajjan S Yadav (IAS:1995:AGMUT). Her previous appointment as Member Secretary, National Monuments Authority, Ministry of Culture (dated 29.05.2020) was cancelled.

Appointment of eight foreign postings including Geneva, Brussels WDC likely this week

If some well-placed sources are to be believed as many as eight key positions at the level of Joint Secretary and Director may be filled up shortly. The process of selection for these posts is underway and announcements may be made in a couple of days.

Reportedly, two Joint Secretary rank IAS officers may get assignments in World Bank and Geneva whereas two Director level IAS officers may get new assignments in China and Brussels. In case the buzz turns out to be true, the Joint Secretary level postings may surprise people in power corridors.  

Further, Rahul Bijoria, a private person, is also in the reckoning for the Director level post in World Bank. Three officers belonging to IES, ICAS and IRTS cadre are also being considered for posts in Washington DC (Counsellor Economic), ADB Manila and PMI Geneva respectively.

One of the most celebrated Indian diplomats in recent years, Syed Akbaruddin, is all set hang his boots. He will be replaced by T S Tirumurti as India’s permanent representative to the UN.

Akbaruddin and India’s high commissioner to the UK Ruchi Ghanshyam both are retiring this month and both were in the race of foreign secretary but Harshvardhan Shringala clinched the job.

Turmurti has been the secretary (Economic Relations) since early 2018 and had stints at India’s Permanent Mission in Geneva and as a director in the foreign secretary’s office and joint secretary (UN, economic and social).

Ghanshyam to be replaced in London by Gaitri Kumar, currently the envoy to Belgium, Luxembourg, and the European Union. Santosh Jha, currently India’s envoy to Uzbekistan, is tipped to be the new ambassador in Brussels.

Former MEA spokesperson Raveesh Kumar is set to become envoy to Finland.

Rajiv Chander, another IFS officer who was superseded for the post of foreign secretary, and was Ambassador and Permanent Representative of India to the United Nations Offices in Geneva is set to retire in August and is expected to be replaced by Indra Mani Pandey, who is currently the Additional Secretary (disarmament and international security affairs).

IPS officer pitches for technology to track corona-affected persons

Tamil Nadu IPS officer R. Rohith Nathan and his paediatrician wife Kaveri Subbiah have submitted a proposal to the Ministry of Home Affairs to make use of hi-tech means involving analysis of technical data, artificial intelligence and geo-fencing to effectively control the spread of COVID-19. Rohith, currently the SP (Sivaganga ), said the Ministry had approved his proposal in principal.
The officer was invited to give a presentation to a panel of joint secretaries on Monday. “The panel has agreed in principle to implement the proposal across the country.   
Rohith told indianmandrines that he is in the process of formulating the standard operating procedure to launch the digital surveillance system in Tamil Nadu to control the spread of coronavirus.
The focus is on using advanced technology to trace people who may have come in contact with infected people and assess their health conditions for appropriate treatment or isolation.

In a move to handle Coronavirus in the best possible way, the government on March 17 deputed 30 officers to the rank of joint secretary and above to various states. The Centre wants to deal with the menace effectively.
