If the government were to implement former Cabinet Secretary T S R Subramanian's recommendations, there could be many more specialised cadres of central services. In his recent report on a new education policy, sought by the HRD Ministry, he has recommended the formation of an Indian Education Services on the lines of IAS and IPS. Less than two years ago, Subramanian had headed a similar expert panel set up by the Environment Ministry to have a relook at some of the green laws. In that report, Subramanian had suggested the establishment of an Indian Environment Service. Considering that he is one of the top choices for such expert panels, one could see more such suggestions. It is a different matter that these suggestions hardly get implemented by the government.
