Srinagar (29.08.2023): A senior officer Ashok Kumar Parmar (IAS: 1992: AGMUT) has knocked doors of the National Commission for Scheduled Castes (NCSC) against J&K Lt Governor Manoj Sinha and chief secretary Arun Kumar Mehta (IAS: 1988: J&K) for harassment and humiliation meted out to him, he claims,
Parmar, who had highlighted irregularities in implementation of Jal Jeevan Mission in Jammu and Kashmir, in a complaint to the chairman NCSC alleged that he was also frequently being transferred for being a Scheduled Caste and solely for the reason that he blew whistle highlighting bungling in the implementation of Jal Jeevan Mission of Jal Shakti Department in J&K. He was appointed as principal secretary, Jal Shakti Department in J&K, on May 4, 2022.
Parmar, who is currently posted as Chairman, Bureau of Public Enterprises, in his comprehensive complaint dated August 17 accused Sinha and Mehta of harassment, humiliation, intimidation, atrocious behaviour and frequent transfers for his being a Scheduled Caste solely for the reason that he blew whistle and highlighted bungling in implementation of Jal Jeevan Mission.
The officer made revelations that LG Sinha on June 6, 2022 had thrown him out of the meeting room with the objective to harass and humiliate him without any fault and this was done in front of all the administrative secretaries of UT of J&K. He also alleged Chief Secretary on July 25, 2023 for humiliating and throwing him out of the meeting of the Committee of Secretaries without any fault. He has been subjected to frequent transfers in violation of the transfer policy of the government of India.
