RTI amendment under consideration: DoPT

rti-amendment-under-consideration-doptIn a reply to an RTI application, Department of Personnel and Training (DoPT) has stated that the amendment to the Right to Information (RTI) Act is under consideration. This has put activists all over the country in a state of shock. But the recent news reports suggest that no new rules are being framed for the implementation of the RTI Act. Former Central Information Commissioner, Shailesh Gandhi, had filed an RTI application seeking the details of the proposed amendments that are under consideration, the copy of the record giving details of the pre-legislative consultation. In its reply, the DoPT said that the matter regarding the amendment of the RTI Act (2005) "is under consideration and has not reached finality". Further, it cited an exemption clause within the RTI Act to deny the information. Gandh is apprehensive that DoPT wants to undertake the nefarious action without any pre-legislative consultation. As required by section 4 (1) ( c) of the RTI Act, it mandates that the government 'publish all relevant facts while formulating important policies or announcing the decisions which affect the public'.
