Dr. U D Choubey, Director General of SCOPE, said at a conference that the public sector has adopted RTI Act in letter and spirit. However, public sector enterprises are subjected to too many complex and heterogeneous checks and balances and RTI Act is another addition in the system Therefore, multi-layer system of checks need to be harmonized with RTI Act.
Speaking at a two-day Conclave on RTI Act, 2005 of Appellate Authorities & PIOs of CPSEs in New Delhi organized by SCOPE a few days ago, he pointed out that RTI Act has improved transparency and accountability of the PSU brand in domestic and international market. He added it has empowered the people of the country to secure information under the control of public authority.
However, he called for level playing field as all money is public money whether it is in the hands of public sector or private sector. He further said that as more than one decade has passed since the enactment of RTI Act, there is scope for amendment. He also emphasized the need of capacity building in the offices of CIC and State Information Offices.
H Sekhar Das, Assam State Chief Information Commissioner and Mr. S.B. Borgohain, Director, NEEPCO also addressed the Conclave. The Conclave was attended by a large number of PIOs/CPIOs of public sector enterprises.
