Indianmandarins has reliably learnt that CPWD, a 163 years old department, may soon be restructured. There is said to be a plan underway to turn it into a Central PSU or convert it into a body like Railway Board. Even though CPWD virtually functions as an autonomous body, it practically works under the Ministry of Urban Development as its acting arm which restricts its business-centric self-reliant functioning.
Ernst & Young has been asked to consider various aspects of CPWD's restructuring which will submit its report in the next two months.
Since the PMO is said to have favored the idea of restructuring CPWD, the matter was immediately taken up by MUD, which hired E&Y as a consultant to evaluate the idea and give its recommendations.
Reportedly, PM Modi wants CPWD to grow into an independent professional body on the basis of its huge and long experience, network, legacy, and expertise. The objective is to turn it into a PSU like NBCC. Currently, CPWD is headed by a Director General (DG) and it has 08 Special DGs (03 in HQ & 05 in Regional Hqrs). In all regions two Additional DGs report to a Special DG.
It may be noted that the 163 years old CPWD is as old as the Indian Railway. North Block, South Block, and Rashtrapati Bhawan are its contributions to building official structures. Recently, it constructed the Afghanistan Parliament as a gift by the Govt of India to Afghanistan. What makes it an important arm of the Govt may well be seen in the fact that the mega stage for Sri Sri Ravi Shankar's World Cultural Festival was also constructed by CPWD after the SPG objected to the original agency given the contract for the same. All it endorses the competence, capability, credentials which CPWD possesses.
