Power corridors are abuzz that Seemanchal Das (IRS IT:1988), PS to Union Finance Minister Arun Jaitley, and Navneet Soni (IRS IT:1988), PS to Culture Minister Mahesh Sharma may soon be repatriated to their parent cadres. Soni also holds the post of Member-Secretary of National Monuments Authority. Reportedly, Seemanchal Das and Soni are being considered for empanelment for posting as Joint Secretary in Govt of India and hence the PMO appears to have sounded the officers concerned to start packing their bags.
Rules suggest that any officer reaching the level of Joint Secretary can not continue as personal staff of the Ministers though there had been few exceptions in the past: with special permission of the PM, JS rank officers had been appointed and continue as the personal staff of some ministers.
Das and Soni were seen as privileged officers to have seen some relaxation in mandatory clauses. Das was in July 2014 appointed as PS to Jaitley "in relaxation of the cooling off requirement as well as the ceiling of five years prescribed for working as a private secretary in the entire career of an officer as a special case.".
