As Indianmandarins had reported first early morning today the NaMo administration on Wednesday cleared the appointment and reshuffle of Additional Secretary level posts. Several 1991 batch IAS officers were posted as Additional Secretary in Govt of India and various others were elevated (In-situ) from Joint Secretary to Additional Secretary rank. They are:

1. Amit Yadav (IAS:1991:UT) appointed as DG, Directorate General of Foreign Trade, Ministry of Commerce & Industry in the rank and pay of Additional Secretary. Presently, he is JS  Department of Telecom.
2. Rakesh Sarwal (IAS:1988:TR) appointed as Additional Secretary, Department of Higher Education. Presently, he is  Additional Secretary, Ministry of Food Processing Industries. He replaces Sukhbir Singh Sandhu on his appointment as Chairman, NHAI.
3. Sukhbir Singh Sandhu (IAS:1988:UK) appointed as Chairman, National Highways Authority of India. Presently, he is Additional Secretary, Department of Higher Education.
4. Ms. T. Rajeshwari (ISS:1985) appointed as Additional Secretary, Ministry of Statistics and Programme Implementation. Presently, she is Additional Secretary, Department of Water Resources, River Development and Ganga Rejuvenation, Ministry of Jal Shakti.
5. Arvlnd Singh (IAS:1988:MH), presently in the Cadre, appointed as Chairman, Airports Authority of India.
6. Ashish Upadhyay (IAS:1989:MP) appointed as AS&FA in the rank and pay of Additional Secretary, Ministry of Power. Presently, he is Joint Secretary, Ministry of Coal.
7. K Sanjay Murthy (IAS:1989:HP) appointed as CEO & MD of Delhi Mumbai Industrial Corridor Development Corporation, Ministry of Commerce & Industry. Presently he is Additional Secretary, Ministry of Housing and Urban Affairs.
8. Keshav Kumar Pathak (IAS:1990:BH), presently in the Cadre, appointed as Managing Director, National Highways & Infrastructure Development Corporation Ltd (MD, NHIDCL).  
9. Ganji Kamala V Rao (IAS:1990:KL), presently in the Cadre, appointed as CMD,  India Tourism Development Corporation Ltd (MD, ITDC).
10. K Moses Chalai (IAS:1990:MN) appointed as Secretary, North Eastern Council Secretariat (Ministry of DONER). Presently, he is Additional Secretary, Ministry of Women and Child Development.
11. S Gopalakrishnan (IAS:1991:TN) appointed (In-situ) as Additional Secretary, Ministry of Electronics and Information Technology. Presently, he is Joint Secretary, Ministry of Electronics and IT.
12. Pramod Kumar Tiwari (IAS:1991:AM) appointed as DG, Bureau of Indian Standards (BIS), Ministry of Consumer Affairs, Food and Public Distribution in the rank & pay of Additional Secretary. Presently, he is JS Department of Food and PD.
13. Ms. Debashri Mukherjee (IAS:1991:UT), JS in PMO, appointed as Additional Secretary, Department of Water Resources, River Development and Ganga Rejuvenation.
14. Ms Rachna Shah (IAS:1991:KL) appointed as Additional Secretary, Cabinet Secretariat vice Rajesh Bhushan (IAS:1987:BH) who was yesterday appointed Secretary (Coordination), Cabinet Secretariat.
15. B Srinivas (IAS:1991:KL) appointed as MD, National Horticulture Board, Department of Agriculture in the rank and pay of Additional Secretary.
16. Satya Brata Sahu (IAS:1991:OR) appointed as Additional Secretary, Department of Land Resources, Ministry of Rural Development. Presently he is Director (JS level), NHIDCL.
17. Vijayendra (IAS:1991:AM) appointed as CMD (AS level), National Small Industries Corporation Ltd. Presently, he is JS, Department of Defence Production.

The ACC has also approved upgradation of the following officers of 1991 batch on in-situ basis to the level of Additional Secretary (GoI) as a measure personal to them, by temporarily upgrading the posts held by them:

1. Kamran Rizvi (IAS:1991:UP), JS , Department of Rural Development as Additional Secretary, Department of Rural Development.
2. G Asok Kumar (IAS:1991:TG), Mission Director, National Water Mission, Ministry of Jal Shakti in-stu elevated in the rank and pay of Additional Secretary.
3. V Thiruppugazh (IAS:1991:GJ), Advisor, National Disaster Management Authority elevated (In-situ) in the rank and pay of Additional Secretary.
4. Anil Malik (IAS:1991:HY), JS MHA as as Additional Secretary, Ministry of Home Affairs.
5. Ms. Vandana Gurnani (IAS:1991:KN), Joint Secretary, Department of Health & Family Welfare as Additional Secretary, Department of Health & Family Welfare.
6. Rajit Punhani (IAS:1991:BH), Chief Vigilance Officer, National Thermal Power Corporation Ltd in the rank & pay of Additional Secretary.
7. Jan E Alam (IAS:1991:NL) Joint Secretary, Ministry of Minority Affairs, Ministry of Minority Affairs.
8. Abhilaksh Likhi (IAS:1991:HY), Joint Secretary, Department of Agriculture, Cooperation & Farmers Welfare as Additional Secretary, Department of Agriculture.
