Subramanian Swamy is the one who always raises question on many established and prevailing ironies and contradictions at a right time.
Launching an attack on 360-profiling of civil servants, introduced by NaMo administration, Swamy termed it subversive, discriminative and a tool for subjective pliability. But what has surprised many who's who in bureaucracy and civil society is the timing. Why did he choose this time to become vocal when much has already been discussed on it.
The Parliamentary Committee on August 10, 2017 had raised serious question about it and had called for 'rule-based' 360-degree appraisal system for empanelment and promotion of civil servants.
Later in September 2017, MP cadre officers too had raised voice against this formula saying opacity obstructs opportunity.
November last year the Chandigarh branch of Central Administrative Tribunal (CAT), while hearing the petition filed by Vineet Chowdhry (IAS:1982:HP) against his non-empanelment (as Secretary in Govt of India), had directed Cabinet Secretary to pass 'Reasoned' and 'Speaking' order on representations against 360-degree process. CAT had termed 360° assessment process arbitrary, opaque, discriminatory and it had directed the Cabinet Secretary to the GoI to consider Chowdhry's representation.
However, NaMo administration continued confidently with its pioneering method of profiling of civil servants but still what has perplexed the people in power corridors is the timing of Swamy's tweet.
