The Ministry of Home Affairs recently witnessed a fresh allocation of work at the level of Additional Secretary and above. This has drawn the attention of many senior officials.
First of all, the Foreigners Division which usually worked under the Secretary (Border Management), has been brought under Economic Adviser (EA) - a post which earlier did not exist in MHA. Reportedly, EA post has been borrowed from another ministry especially to make provision for Satpal Chauhan (IES:1983) who has been allocated the Administration Division and Coordination & Public Grievances (C&PG) Division in addition to Foreigners (F) Division. Power corridors are abuzz that the new work allocation has made Chauhan more powerful than many other senior officials.
It may be noted that Chauhan (earlier JS, Admin) is not empanelled as Additional Secretary in Govt of India as yet but he gets the Additional Secretary level scale in his cadre (IES). Those in the know of affairs say that this borrowed post of EA provides Chauhan the avenue to draw AS level scale and equips him to hold the AS equivalent post with the charge of three divisions - Foreigners, Admin & C&PG.
