As part of its efforts to translate this vision into reality, the Government policy think-tank NITI Aayog has recommended the following significant steps: Reduction in chapters of the Central Administrative Tribunal (CAT) from 36 to 18. Merger of the Tribunal's Lucknow and Allahabad benches in Uttar Pradesh and Patna and Ranchi benches in Bihar and Jharkhand respectively under the supervision of NITI Aayog. Further, bringing of all the tribunals, such as the CAT and the Income Tax Appellate Tribunals, under the administrative control of the Department of Law.  Also on the anvil is the downsizing of the Competition Commission of India and the Income Tax Appellate Tribunal, which are mostly considered as the haven for retired bureaucrats.
