These will be headed by joint secretary level officers and may not need a Cabinet approval. To facilitate the establishment of these two new divisions within the existing framework of 18 divisions, the four divisions relating to judicial matters, center-state relations, international cooperation, and public grievances may be merged and reduced to two divisions. Such a move may also eliminate the need for a Cabinet approval. While the counter-radicalization division will focus on tracking and assessing the online reach of global terrorist outfits like the Islamic State terror group and devising strategies to counter their propaganda, the cyber security division will monitor online crimes and threats, including cyber fraud and hacking, and suggest ways to minimise and fight them.
