mha-clarification-on-transfer-of-delhi-govt-officials A day after Deputy Chief Minister Manish Sisodia accused the Centre of trying to paralyse the Aam Aadmi Party (AAP) government by transferring nine of its officers out of Delhi, a senior official from the Home Ministry said that the transfers were done following a demand raised  by the Lieutenant-Governor of Andaman and Nicobar Islands (A&N), which has a shortage of 14 officers. He added seven officers are likely to join the Delhi govt. shortly. The official said that they had accommodated the Delhi government's request in the past in retaining officers who were due for outstation postings. The official said that following the Delhi government's request it retained two IAS officers - Padmini Singhal (2002 batch) and S.S Yadav (1995 batch), posted in the Education Department and the Chief Minister's Office respectively. "Padmini Singhla and S.S Yadav have been allowed to continue in the Delhi government even though both of them are on the station seniority for being posted out," the official said. The official also said that two Delhi, Andaman and Nicobar Islands Civil Service (DANICS) officials - Saumyaketu Mishra and Vikram Singhal, who were transferred out of Delhi in 2014, have not been relieved by the Delhi government yet. Officers of IAS and IPS cadres belonging to Andaman and Nicobar Islands, Goa, Mizoram, and Union Territory (AGMUT) cadre have to serve in all the above mentioned States as per service rules. Similarly, the officials of DANICS have to serve on a rotational basis in Delhi, A&N Islands and UTs of Daman and Dadra and Nagar Haveli. The MHA is the cadre controlling authority of both AGMUT and DANICS officials. The official said that 180 DANICS officers have been posted in Delhi and not 165 as being claimed by Mr. Sisodia. "A&N Islands has a shortage of 14 officers, it only has 20 officers against their sanctioned strength of 34. The L-G of A&N Islands requested to fill up these posts. About seven officers are likely to join the Delhi government shortly," said a senior official. The official also said that the Joint Cadre Authority (JCA) meeting is only required for transfers and posting of All India Services officers and not DANICS officers. The official added that since Delhi was a UT, the human resources pool of DANICS officer was common to other UTs as well. "Transfer of DANICS officers are based on consistent policy under which officers are required to serve in hard and outlying areas for a minimum required period," said the official.
