In March this year CM, Deputy CM and Chief Secretary of the state had written letters to Union Home Minister seeking Sharma's replacement. It is the prerogative of the government and entirely upto it to decide whom they want to appoint as the DGP. There are instances where people have come out in the streets demanding the ouster of an outsider Civil Servant to stall a native civil servant at senior position. What happened in Manipur recently can be cited as a living example as civil society and students demonstrated across the state to dislodge the Chief Secretary simply for him being an outsider civil servant. One of the main reasons Rupin Sharma was not wanted by the ruling government is because he had stopped the back-door appointments in police and formalised every recruitment process. Demonstrations, signature campaign in different region of the state are testimony to it. Reasons cited for Govt to appoint Sharma as DGP as a 'stop gap arrangement' was the Assembly elections which were round the corner and the deputation period of the former DGP L Doungel (IPS:1987:WB) ended in November 2017. The Govt claimed that Sharma had only 26 years of experience and served mostly outside of Nagaland. As per the provisions it requires at least 30 yrs of service to attain the eligibility to become DGP. Reportedly, Nagaland Govt had recommended the name of Lungriading (IPS:1990:AM) for the job which somehow failed to fructify. Now it is being said that Sharma may be replaced by T J Long Kumeer (IPS:1991:CG); currently serving in Chhattisgarh as ADG.
