New Delhi (01.01.2026): The Appointments Committee of the Cabinet (ACC) on Wednesday effected a major reshuffle of Joint Secretary rank (Level 14 of the Pay Matrix) from various services, batches and Cadre. 
The names and new assignments of these officers are as follows:
  1. Chinmay Pundlikrao Gotmare (IAS: 2009: AM) was appointed as Joint Secretary, Department of Agriculture & Farmers Welfare for a combined tenure of seven years upto 12.04.2028. He replaces Purna Chandra Kishan (IAS: 2005: RJ) who was recently repatriated to Cadre. 
  2. Neha Verma (IFoS: 2005: UD) was appointed as Joint Secretary, Department of Agriculture & Farmers Welfare for an overall tenure of five years ending 19.01.2027. She replaces Shubha Thakur (CSS).
  3. Manoj Kumar Gangeya (IRTS: 2000) was appointed as Joint Secretary, Ministry of Coal for a tenure of five years vice Bhabani Prasad Pati (IFoS: 1994: GJ). 
  4. Amit Verma (IFoS: 2005: UD) was appointed as Joint Secretary, Department of Commerce for an overall tenure of five years ending 07.03.2027. He replaces Aishvarya Singh (IAS: 2008: SK) who recently moved to Department of Drinking Water & Sanitation. 
  5. Uijwal Kumar Ghosh (IAS: 2008: KN) was appointed as Joint Secretary, Department of Commerce for a tenure of five years vice Siddharth Mahajan (IAS: 2003: RJ). 
  6. Kapil Chaudhary (IRS C&IT: 2001) was appointed as Joint Secretary, Department of Commerce for a tenure of five years vice Kesang Yangzom (IRS IT: 1995).
  7. Rahul Jain (IAS: 2005: MP) was appointed as Joint Secretary, Ministry of Corporate Affairs, for a combined tenure of seven years up to 03.11.2026. He replaces lnder Deep Singh Dhariwal (lA&AS: 1992).
  8. Kamlesh Kumar Mishra (IRTS: 2003) was appointed as Joint Secretary, Ministry of Culture for an overall tenure of five years up to 13.06.2029. He replaces Kaul Sanjay Moolchand (IAS: 2001: KL). 
  9. Shajan George P Verghese (CSS) was appointed as Joint Secretary, Department of Defence for a tenure of five years vice Ajay Kumar (IAS: 2006: GJ).
  10. Tanvi Garg (IAS: 2009: UT) was appointed as Joint Secretary, Ministry of Environment, Forest & Climate Change for an overall tenure of five years ending 01.01.2028. She replaces Tarun Kumar Pithode (IAS: 2009: MP).
  11. Hanish Chhabra (lAS: 2006: TN) was appointed as Joint Secretary, Department of Food & Public Distribution on for a tenure of five years. He will take charge on completion of cooling off period i.e. 23.01.2026). He replaces Rajender Kumar (IOFS: 1997). 
  12. Sibin C (IAS: 2005: PB) was appointed as Joint Secretary, Department of Health & Family Welfare for a tenure of five years vice Roli Singh (IAS: 1994: RJ). 
  13. Arindam Modak (ISS: 1998) was appointed as Secretary (JS level), National Dental Commission (NDC), under the Department of Health & Family Welfare for a tenure of five years. 
  14. Satyanarain Gupta (ITS: 1993) was appointed as Joint Secretary, National Intelligence Grid (NATGRID), under MHA, for an overall tenure of five years ending 12.12.2028. He replaces  Satya S Lolla (IRS C&CE: 1991).
  15. Nishtha Tiwari (IRS IT: 2005) was appointed as Joint Secretary, Ministry of Home Affairs, for a combined tenure of seven years up to 09.12.2027 vice Praveen Vashista (IPS: 1991: BH).  
  16. Gurjeet Singh Dhillon (IOFS: 2002) was appointed as Joint Secretary, Ministry of Housing and Urban Affairs for a combined tenure ending 25.03.2026 by temporarily upgrading the post held by him from DS/Director to JS level for an initial period of two years.
  17. Vinamra Mishra (IRSME: 2003) was appointed as Joint Secretary, Ministry of Micro, Small & Medium Enterprises (MSME) for a combined tenure of seven years i.e. upto 12.08.2027 by temporarily upgrading the post held by the officer from DS/Director to JS level for an initial period of two years.
  18. Keshvendra Kumar (IAS: 2028: KL) was appointed as Joint Secretary, MSME for a tenure of five years. He will take charge on completion of cooling off period on 27.01.2026.
  19. Sandeep Vasant Kadam (IAS: 2008: HP) was appointed as Joint Secretary cum-Mission Head, National Critical Mineral Mission (NCMM), under the Ministry of Mines, for a tenure of five years.
  20. Shyama Prasad Roy (CSS) was appointed as Joint Secretary, Ministry of Minority Affairs for a tenure of five years vice Charanpreet Singh Bakshi (IRS C&IT: 1992).
  21. Atya Nand (CSS) was appointed as Joint Secretary, National Commission for Minorities (NCM) for a tenure of five years Vice D. E. Richards (CSS).
  22. Jagdeep Gupta (IPoS: 2004) was appointed as Joint Secretary, Capacity Building Commission (CBC), under DoP&T for a tenure of five years.
  23. Rajiv Kumar (IOFS: 2002) was appointed as Additional Secretary (JS level), UPSC for an overall tenure of five years upto 25.09.2027. He replaces Prakash Pandey (IRPS: 2003).
  24. Aadhar Raj (IRTS: 2004) was appointed as Joint Secretary, Ministry of Power for a tenure of five years vice Sai Baba Darbamulla (IRSME: 1993).
  25. Shailesh Bagauli (IAS: 2002: UD) was appointed as Joint Secretary, Department of Revenue, for a tenure of five years vice Naval Kishore Ram (IAS: 2008: MH).
  26. Sukhgeet Kaur (IOFS: 2000) was appointed as Member Secretary (JS level), National Council for Teacher Education (NCTE), under the Department of School Education & Literacy, for an overall tenure of five years. She replaces Abhilasha Jha Mishra (IRAS: 2000).
  27. Asheesh Joshi (IAS: 2006: UD) was appointed as Joint Secretary, Department of School Education & Literacy for an overall tenure of seven years upto 01.12.2027 vice Anandrao Vishnu Patil (IAS: 1998: TN).
  28. Manasi Sahay Thakur (IAS: 2009: HP) was appointed as Joint Secretary, Ministry of Skill Development & Entrepreneurship for an overall tenure of five years upto 25.11.2029.
  29. Ashish Kumar Gupta (IOFS: 2002) was appointed as Joint Secretary, Ministry of Statistics and Programme Implementation for a combined tenure of seven years up to 15.07.2027 by temporarily upgrading the post held him from DS/Director to JS level for an initial period of two years.
  30. Manisha Chatterjee (IRTS: 1999) was appointed as Joint Secretary, Ministry of Textiles for a tenure of five years vice Rajeev Saxena (IRSS: 1995).  
  31. Vrunda Manohar Desai (IRTS: 2003) was appointed as Textile Commissioner, Mumbai for an overall tenure of five years upto 12.04.2027 Vice Roop Rashi (IA&AS: 1994). 
  32. Naval Kishor (IOFS: 2003) was appointed as Joint Secretary, Ministry of Tribal Affairs for a combined tenure upto 28.10.2026.
  33. Bhaskar Choradia (IRAS: 2000) was appointed as Joint Secretary & FA, Ministry of Tribal Affairs for an overall tenure of five years upto 31.03.2029 vice Yatinder Prasad (lA&AS: 1993).
  34. Zaigham Ali Khan (IRAS: 1999) was appointed as Member (Finance) (JS level), Central Ground Water Board (CGWB) for a tenure of five years.
  35. Shiv Ratan (ITS: 1996) was appointed as Joint Secretary, Department of Youth Affairs for an overall tenure of five years up to 04.12.2027.
