A search committee headed by Cabinet Secretary P K Sinha and including Chairman, Railway Board A K Mital, had picked Khare from a list of other applicants. Khare is currently Adviser (Infrastructure), heading the directorate that is responsible for the bullet train project, Public Private Partnership and FDI in the Railway ministry. He is from the Indian Railways Civil Engineering cadre. At Railway Board he had been looking after the planning of major infrastructure projects on Indian Railways, Five Year Plans of Railways, Dedicated Freight Corridors project, International Cooperation, Public Private Partnership & FDI in Railways, High Speed Trains and Semi High speed trains. Interestingly, Khare was the only official from Indian Railways to have applied for the post of managing director of the National High-Speed Rail Corporation, which is a Centre-state joint venture for carrying out the over Rs 1-lakh crore bullet train corridor project that is being undertaken with financial and technical assistance from Japan. He has served as Executive Director/Infra (Civil), Railway Board (Sept. 2012 - Aug. 2016). Between Yrs  2010-2012 has also served as DRM, Chakradharpur, South Eastern Railway (2010 - Aug.2012). This is a senior management level responsibility on Indian Railways; the second highest loading division of IR, loading about 90 MT per annum.
