Thiruvananthapuram (16.08.2021): Even though all states of the Union have been managing their administrations somehow with less than the approved strength of IAS and IPS officers, Kerala's situation is exceptionally appalling. Official data indicates that only 52% of the slotted strength of IPS officers and 62% of IAS officers are available for service in the state.

The state has a sanctioned strength of 231 IAS officers but it has been managing with only 144. Similarly, the allocated cadre strength of IPS officers is 172, of which only 90 officers are available for service in the state at the moment. The availability of Indian Forest Service (IFS) officers is no better with 62 officers out of the sanctioned 107 posts. This represents 58% availability versus the sanctioned strength.

While historical factors like an initial lower allotment, inter-cadre deputation, central deputation, etc, might have their own share in bringing about the current shortage of officers, it also reveals the sloppiness of the state government.

Records show that of the IAS officers allotted to the state cadre, 22 are on central deputation while two are serving in their home state. As many as six officers are in state deputation under the state government.

An equal number of IPS officers are on deputation out of the state. There are 23 IPS officers on central deputation and one is on inter-cadre deputation in his home state. Only two IPS officers are on state deputation under the state government.

The state at present has one IAS, three IPS, and eight IFS officers who originally belong to other cadres, but have come to the state on inter-cadre deputation for three years.
