Chief Minister Arwind Kejriwal has been facing a tough challenge from bureaucrats working in Delhi government. Since the alleged assault upon chief secretary Anshu Prakash on February 19, they are not attending the meetings of chief minister or any other minister. The only way of communication is through files. As on today, there is three tier resistance against the CM which is proving stumbling block in the governance. First layer of stiff resistance is emanating from the young IAS officers are quite vocal and spit venom. They do not want to compromise on easy terms. They claim that bowing before the political executive (read Arwind Kejriwal) is just not acceptable. They plead vociferously that they should teach a lesson to Delhi chief minister.
Second layer consists of secretary level officers. They are not so vociferous but maintain firm resistance against the political bosses. Not a single secretary level officer attends any meeting of ministers. They stick to the rule on files and pass orders in the name of Lt Governor, who is head of administration. Thus they have adopted a system where the role of chief minister has been minimized. They believe and argue that Lt Governor of Delhi is the boss of city administration.
The third layer of resistance is razor sharp and incisive. They are retired bureaucrats who have served as Chief Secretary of Delhi or Principal Secretary in Delhi administration. They have vast experience and high accuracy level in administration. So they come out with ideas to tear apart the formulas adopted by the political bosses. For Arwind Kejriwal, this three tier resistance is difficult to penetrate and all his efforts to create awe among the bureaucracy has been nullified firmly.
