While there is no final word as yet on the issues raised by the ongoing tussle between the AAP government and the Lieutenant Governor (LG) Najeeb Jung, the former will do well to ponder over the Supreme Court's refusal to stay the Delhi High Court's August 4 verdict declaring the concurrence of the LG as "mandatory"in all administrative issues. Though, as a consolation for the contention Delhi government, the apex court indicated that it might refer the matter to a larger bench, it declined to stop the functioning of a three-member panel set up by the LG to scrutinize 400-odd files related to the decisions taken by the state government without his concurrence. The HC had earlier declared the appointment of 21 parliamentary secretaries by the Kejriwal government illegal in the absence of the LG's approval. To add salt to the injury, several of AAP legislators are facing charges of gross misconduct as a public servant, creating a piquant situation for the state government's functioning. The SC has fixed the hearing of the six appeals filed by the government on November 15. Till then, there seems little rationale in the AAP government's propensity to work independently of the LG whom it accuses of acting as an agent of the Centre.
