New Delhi (21.05.2025): The Yogi Adityanath Government effected a bureaucratic reshuffle that included DMs and a few other mid-level positions. The reshuffle seems to have made ad hoc an arrangement for the Agricultural Production Commission (APC). The Government has assigned the additional charge of Commissioner, APC to Deepak Kumar (IAS: 1990: UP) in addition to his current responsibility as Additional CS (Finance).

In addition to the ad hoc arrangement for APC, fourteen IAS and six PCS officers including several district magistrates (DMs) were transferred late on Tuesday night.  The key position of APC fell vacant after Monika S Garg (IAS: 1989: UP) retired last month as APC, Commissioner and ACS for Minority Development and Muslim Waqf Department.

Who’s who in New Delhi and Lucknow keenly watched the Yogi Administration’s decision on APC as it gave an idea of its upcoming decisions which is either the extension to incumbent Chief Secretary Manoj Kumar Singh (IAS: 1988: UP) or a fresh appointment as his successor in the next couple of weeks.

It is learnt that one of the senior officers in the Cadre was offered the APC position which the officer, reportedly, declined and the government honoured his decision. The next few weeks are crucial to watch as who would be the next CS. Two key functionaries in the state -- Shashi Prakash Goyal (IAS: 1989: UP), ACS to CM and Deepak Kumar (IAS: 1990: UP), ACS (Finance) -- are in the reckoning for the post of the next CS. Interestingly both are empanelled to hold the Secretary-level position in the Government of India.
