written a letter to PM suggesting Enforcement Directorate (ED) be shifted from

IPC or the Arms Act and Unlawful Activities (Prevention) Act. He
underlined that under the present system ED could not independently register a
case under the PMLA and it has to mandatorily take cognizance of a case
registered under other laws like the IPC, NDPS or the Passport Act among
others. He cited well the case of shifting the Narcotics Control Bureau (NCB)
to the MHA from Finance.
