dsdirectors-peeved-at-delay-in-pick-up-and-dropping-facilities During the last few weeks, Indianmandarins has been trying to feel the pulse of DS/Director rank officers serving in Govt of India under Central Staffing Scheme (CSS) to get basic pick-up and dropping facilities. While they are unanimous in the praise for the higher leadership for having identified the need and fulfilled it appropriately by issuing an order in February this year, they are peeved at delays in the execution of the order at the departmental levels. After careful consideration and examination of the issues involved, the Govt decided on February 15 this year to provide the pick-up and dropping facilities for DS/Director level officers serving in GoI under Central Staffing Scheme (CSS). But two and a half months since the order was passed, it is still awaiting the due clearance of IFDs (Internal Financial Divisions) of respective ministries. Without their clearance, the decision taken at the higher level can't be implemented. May it be noted that All-India service officers and officers of central govt services enjoy a number of basic amenities and facilities before they are pooled under the Central Staffing Scheme (CSS) to serve at Deputy Secretary & Director rank posts in the central government. The CSS comes as a shock for officers after serving in parent cadres as DM, Collector, SP and DFO or additional commissioners in revenue departments. In their field postings, they don't have to bother for, say, vehicles, house etc. But the moment they join GoI as DS/Director, they lose the basic facilities like vehicles and have to manage to commute at their own expenses. Similarly, for housing, officers are put in a queue.
