The selection process for over 48 board level posts is stuck for the last two months for want of instructions from DOPT. The PESB has put on hold the selection process as it is unable to consider the candidature of executives from State PSEs and Private Sector for board level posts in CPSEs for want of DOPT guidelines.
The GoI notification dated 10 June 2016 opened the door for candidates from SPSEs & Pvt Sector executives for board level posts of CPSEs as non-internal candidates. But DOPT/DPE is yet to finalise the threshold cireteria for turnover of companies.
The DOPT received a communication from PESB Chairman Ajit Seth in the second week of August seeking instructions so that the Board (PESB) could proceed with selecting (without inviting applications from SPSE/Pvt Sector) in respect to those 48 posts which were advertised well before the date of resolution. Out of these 48 posts, the last date of application for 19 vacancies ended before notification (06 June 2016), for 10 vacancies last date ended in July whereas last date for rest of the 19 vacancies would be over by end-August.
The Public sector headhunter is still waiting for DOPT instructions on eligibility crieteria (threshold cireteria, regarding company turnover) and modalities of procedure and so as to act upon the notification.
There is a problem: the selection against these vacancies may either be completed (without inviting applications from SPSEs & Pvt sector candidates), else all 48 these posts would require re-advertisement causing inordinate delays and cascading effects on board level selection and appointment thus affecting the CPSEs performance.
There has been precedence in support of the first idea as well. The selection process in respect of these 48 vacancies might not be discontinued which was followed in 2008 also when a similar resolution was issued.
