DG Empanelment: Reading between the lines

dg-empanelment-reading-between-the-linesFinally, NaMo administration cleared the empanelled of 1985 batch of IPS which has many aspects worth observing and underlining. First and foremost, it signifies a departure from the past. The empanelment of 1985 batch of IAS (as Secretary) took place on May 04, 2017 whereas for IPS cadre it took almost ten months to get the due. Usually empanelment of Secretary & DG happens same year though with a gap of 3-4 months. Coming to the facts the 1985 batch of IPS had a strength of 82 of which only 24 (ADG empanelled) could expect to join the league for DG empanelment. Altogether 19 officers empanelled as DG or DG equivalent which includes S S Deswal from previous batch (1984). Of 18 officers (1985 batch) nine were empanelled to hold DG rank post whereas nine were empanelled to hold DG equivalent posts in Govt of India. Of nine officers (1985 batch) serving at Centre five are serving in BCAS, NDRF, CRPF, BSF and BPR&D whereas four are posted in intelligence IB & RAW. P S Purohit (Assam cadre) and S S Sidhu (UP cadre) are posted in Intelligence Bureau whereas Subodh Kumar Jaiswal (Maharashtra cadre) and Prabhat Singh (UT cadre) are serving in Research & Analysis Wing. Bihar cadre officer Kumar Rajesh Chandra and Sanjay Kumar are heading BCAS and NDRF respectively and UP cadre officers Arun Kumar-I and Rajesh Pratap Singh are ADG in BSF and CRPF respectively whereas Hitesh Chandra Awasthy (UP cadre) is currently heading BPR&D as DG. It may be observed that nine officers are serving in their respective cadre states with three as state police namely; O P Galhotra (Rajasthan DGP), Loknath Behera (Kerala DGP) and Amulya Kumar Patnaik (Delhi Police Commissioner). Rest of the six officers, in cadre states, are holding DG rank posts namey; A K Surolia (GJ), Anup Kr Singh (GJ), S K Mishra (J&K), B M Kumar (MP), Virendra (WB), Rishi Raj Singh (KL). Apart from making it on the list what matters more is the residual srrvice which betters one's prospects to get best of berts available across various Central Police Organisations like BSF, ITBP, CRPF, SSB and CBI etc. From that perspective Subodh Kumar Jaiswal and Kumar Rajesh Chandra have all the reasons to rest assure to bag the best, though not necessarily. Jaiswal (ADG, RAW) will remain on the turf till September 2022 whereas Kumar Rajesh Chandra (DG, BCAS) will remain on the turf till December 2021. Whats has surprised many top cops that three officers were empanelled ahead of 15 days, 45 days and 135 days ahead of their retirement whereas three officers having more than two complete years to retire were left at their fate. S S Sidhu (IB) is retiring on 31st of this month, B M Kumar (MP) on 30th of April whereas P S Puroshit will be hanging his boots July this year. Asit Mohan Prasad (Karnataka), Ajay Kashyap (UT) and Sachchidanand Srivastava (UT) were left at their fate despite they have more than two years in hand to put their feet firmly on the turf.
