New Delhi (14.11.2024): Delhi Chief Secretary Dharmendra (IAS: 1989: AGMUT) has directed all additional chief secretaries, principal secretaries and secretaries to ensure that the opinion of LG is taken before an executive action is initiated pertaining to the cabinet decisions.
CS said that administrative secretaries should follow ToBR and the GNCTD Act 1991 while drafting a note for the Cabinet.
Reportedly, he has advised officials to follow Transaction of Business of Government of National Capital Territory of Delhi Rules (ToBR) “while dealing with the preparation, consultation, circulation, discussion, decision and execution of Cabinet proposals”.
“…rules also mandate certain matters specified therein to be submitted to the LG for his opinion through the CM and the CS before issuing any order thereon,” the Chief Secretary stated.
