Indianmandarins has reliably learnt that the CBEC under the Department of Revenue has started the process for promoting the 1994-1995 batch IRS (Custom & Central Excise) officers from Additional Commissioner to Commissioner. The DPC for the promotion of IRS C&CE officers from Additional Commissioner to Commissioner (on an ad hoc basis) was scheduled for 29th March 2017, but Allahabad HC woke up to announce the judgment (subjudiced on IRS C&CE cadre) on 04th April 2017. The HC had kept its order reserved since October 2016. The IRS C&CE officers were scared and most of them believed that the HC judgment might follow the same line as Allahabad CAT judgment did in its March 2016. But it turned out to be a great relief as the Allahabad HC judgment cleared the roadblock which had held back the promotion prospects of 1994-95 batch officers. It is said the feeder cadre of 'Custom Appraisers' has been resorting to legal tactics to delay promotions of the officers concerned. This time, too, the chronology of events had sustained the long-held suspicion but finally, the HC judgment gave a great relief and now approx 120 officers (1994-1995) are waiting for their long due promotion to the commissioner rank.
