Forget about long-pending police reforms, the oversight of the Union Home Ministry over its Bureau of Police Research and Development (BPR&D) has been so lax that the latter has been unable to do anything till it got a new director-general in N R Wasan (IPS:1980:AP) in May 2015. A review of the Bureau's functioning has since revealed a huge outgo of funds into unproductive projects farmed out to several NGOs and corporate houses. The Delhi-based Bureau, staffed by 47 officers, is now busy cleaning its slate and start afresh.
