New Delhi (30.09.2025): The hill state of Himachal Pradesh finds itself in an awkward bureaucratic vacuum after Chief Secretary Prabodh Saxena (IAS: 1991: HP) retired on Tuesday, September 30, 2025, without a successor being formally announced. The indecision has deepened the political-administrative dilemma for the Congress-led state government, reminiscent of recent Centre-State tussles over top posts in non-BJP-ruled states.
Saxena's six-month extension ended on September 30, with reports suggesting that the Sukhvinder Singh Sukhu government's push for a further extension was declined by the Centre. With Chief Minister Sukhu having earlier indicated that the new name would be declared by Wednesday (October 01), the administrative void has placed the government in a visibly embarrassing position.
The government is reportedly yet to officially name a full-time Chief Secretary, and is likely to have either appointed a new officer or given temporary additional charge to a senior bureaucrat to prevent a complete administrative standstill.
The Race and the Rift?
There does not appear to be either a race or a rift among the contenders. Yet, the frontrunners for the top administrative chair remain the senior-most officer Sanjay Gupta (IAS: 1988), who is due to retire in May next year, and Kamlesh Kumar Pant (IAS: 1993), who has a longer service tenure until December 2030, giving him the luxury of time for any senior-most position in the State or at the Centre.
The Jharkhand Moment:
However, the delay highlights a simmering jurisdictional row. The situation is being widely compared to the political heat generated in Jharkhand earlier this year, where a confrontation between the state and the Centre played out over the extension of the state police chief.
Echoes of Jharkhand’s DGP Tussle:
The Himachal episode bears striking resemblances to the scenario faced by the Jharkhand government since May 1, 2025. Taking a look back, in Jharkhand, DGP Anurag Gupta (IPS: 1990: JH) was scheduled to retire on April 30, but the Hemant Soren government went ahead and provisionally retained him despite the Union Home Ministry’s categorical rejection of an extension on April 22, 2025. Interestingly, the Centre, while formally opposing the move, later quietly acquiesced to the state's decision, though the matter reached the Supreme Court as well.
The recurring pattern?
A non-BJP ruled state seeking an extension for a favoured top officer, followed by the Centre’s denial, and the ensuing administrative delay—underscores the friction points in federal governance. Political observers suggest that such bureaucratic appointments, requiring clearance from the Department of Personnel and Training (DoPT) under the Union Government, have become a pressure point where non-BJP state governments are consistently facing "awkward situations" at the intersection of state authority and Central jurisdiction.
