
New Delhi (18.04.2025): The New Delhi establishment on Friday effected a jumbo reshuffle of Secretaries in the Government of India. Filling up almost all key vacancies upto November 2025 it also placed freshly empanelled two senior IAS officers working as Additional Secretary in the Prime Minister's Office (PMO).
The list of newly appointed officers goes as follows:
- The incumbent Youth Affairs Secretary Meeta Rajiv Lochan (IAS: 1990: MH) was appointed as Secretary, National Commission for Backward Classes under the Ministry of Social Justice & Empowerment in the rank and pay of Secretary to the Government of India. She replaces A Neeraja (IFoS: 1990: UP) upon her superannuation on 31.05.2025.
- K Moses Chalai (IAS: 1990: MN) was appointed as Secretary, Department of Public Enterprises (DPE) under the Ministry of Finance. Currently, he is Secretary, Inter State Council Secretariat (ISCS) under the Ministry of Home Affairs. He replaces Ali Raza Rizvi (IAS: 1988: HP) who retired on 31 July 2024. Currently, the additional charge of DPE is with Arunish Chawla (IAS: 1992: BH).
- The incumbent Expenditure Secretary Manoj Govil (IAS: 1991: MP) was appointed as Secretary (Coordination), Cabinet Secretariat vice Vandana Gurnani (IAS: 1991: KN).
- Vandana Gurnani (IAS: 1991: KN) was laterally moved from Cabinet Secretariate as the new Secretary, Ministry of Labour & Employment. She replaces Sumita Dawra (IAS: AP: 1991) who retired on 31.03.2025.
- Rajit Punhani (IAS: 1991: BH), currently Secretary, Rajya Sabha Secretariat, was appointed as Secretary, Ministry of Skill Development and Entrepreneurship vice Atul Kumar Tiwari (IAS: 1990: KN) retiring June 30, 2025.
- Ashish Srivastava (IAS: 1992: MP) was placed as Secretary, Inter State Council Secretariat, Ministry of Home Affairs. He replaces K Moses Chalai. Currently, Srivastava is working as Advisor, Inter State Council Secretariat.
- The incumbent Civil Aviation Secretary Vumlunmang Vualnam (IAS: 1992: MN) was appointed as Secretary, Department of Expenditure under the Ministry of Finance. He replaces Manoj Govil (IAS: 1991: MN).
- Nikunja Bihari Dhal (IAS: 1993: OD), presently in the cadre, was appointed as Secretary, Ministry of Parliamentary Affairs. He will succeed Umang Narula (IAS: AGMUT: 1989) upon his superannuation on 30 June 2025.
- Rakesh Kumar Verma (lAS: 1993: PB) was appointed as Director General, India International Institute of Democracy and Election Management in the rank and pay of Secretary to the Government of India by temporarily upgrading and re-designating the post of Director General (Training) in the Election Commission of India. Currently, he is Additional Secretary in the Department of Water Resources, River Development & Ganga Rejuvenation under the Ministry of Jal Shakti.
- Anuradha Thakur (IAS: 1994: HP) was picked as the next Secretary, Department of Economic Affairs, Ministry of Finance in the rank and pay of Secretary to the Government of India. She will take charge as Officer on Special Duty, DEA. She will take over from Ajay Seth (IAS: 1987: KN) on his superannuation on 30 June 2025. Currently, she is Additional Secretary, Ministry of Corporate Affairs .
- Rajesh Agarwal (IAS: 1994: MN) was picked as the next Secretary, Department of Commerce. He was elevated (in-situ) as Special Secretary in the Department of Commerce where he is serving as Additional Secretary. He will succeed the outgoing Commerce Secretary, Sunil Barthwal (IAS: 1989: BH) upon his superannuation on September 30, 2025.
- Arvind Shrivastava (IAS: 1994: KN), Additional Secretary, in the Prime Minister's Office, was appointed as Secretary, Department of Revenue, Ministry of Finance. He replaces Sanjay Malhotra (IAS: 1990: RJ), now Governor, Reserve Bank of India.
- Vivek Aggarwal (IAS: 1994: MP) was appointed as Secretary, Ministry of Culture. He succeeds Govind Mohan (IAS: 1989: SK) who vacated the post after he took over as Union Home Secretary on 23 August 2024. Currently, Arunish Chawla is holding the additional charge of Secretary, Culture. Currently, Vivek Agrawal is Additional Secretary, Department of Revenue.
- Santosh Kumar Sarangi (IAS: 1994: OD) was appointed as Secretary, Ministry of New and Renewable Energy (MNRE); a post which fell vacant after Prashant Kumar Singh (IAS: 1993: MN) moved to Cadre as Chief Secretary. Currently, Sarangi is working as Director General, Directorate General of Foreign Trade (DGFT) under the Ministry of Commerce & Industry.
- Pallavi Jain Govil (IAS: 1994: MP) was appointed as Secretary, Department of Youth Affairs vice Meeta R Lochan. She will succeed Meeta R Lochan on June 01, 2025. Currently, she is Director General of Hydrocarbons, Ministry of Petroleum & Natural Gas.
- Nidhi Chhibber (IAS: 1994: CG), Additional Secretary, NITI Aayog, was appointed as Officer on Special Duty, Ministry of Food Processing Industries in the rank and pay of Secretary to the Government of India. She will take charge from Subrata Gupta (IAS: 1990: WB) upon his superannuation on 31.05.2025.
- Samir Kumar Sinha (IAS: 1994: AM), was appointed as Secretary, Ministry of Civil Aviation vice Vumlunmang Vualnam (IAS: 1992: MN). Currently, he is Additional Secretary & Director General (Acquisition), Department of Defence.
- Hari Ranjan Rao (lAS: 1994: MP) was appointed as OSD, Department of Sports, Ministry of Youth Affairs and Sports in the rank and pay of Secretary to the Government of India. Currently, he is Additional Secretary in Prime Minister's Office. He will take from Sujata Chaturvedi (IAS: 1989: BH) upon her superannuation on 30.06.2025.
Further, the ACC approved in-situ upgradation of two IAS officers belonging to 1994 batch to the level of Special Secretary in the rank and pay of Secretary to the Government of India as a measure personal to them by temporarily upgrading the posts held by them:
- Rajesh Kumar Sinha (IAS: 1994: KL) is now Special Secretary, Ministry of Ports, Shipping & Waterways.
- Ranjana Chopra (IAS: 1994: OD) is now Special Secretary & Financial Advisor, Ministry of Culture.
The tenure of Bharat Lal (Retd IFoS: 1988: GJ), currently working as Secretary General, National Human Rights Commission on a contract basis, was extended for a period of one year beyond 30.06.2025 or until further orders, whichever is earlier.
