The Cabinet Committee on Economic Affairs has approved two new World Bank supported schemes involving an expenditure of Rs 6,655 crore to shift the focus of its vocational education and training schemes from inputs to results.

Skills Acquisition and Knowledge Awareness for Livelihood Promotion or SANKALP is a Rs 4,455- crore Centrally Sponsored Scheme (CSS). It includes a loan support of Rs 3,300-crore from World Bank while Skill Strengthening for Industrial Value Enhancement or STRIVE is a Rs 2,200-crore CSS with half of the amount coming from World Bank as loan assistance, said Dharmendra Pradhan, Minister for Skill Development and Entrepreneurship, addressing a press conference after the CCEA meeting.
"Structural changes will be brought about in our skilling and training programmes over the next three years. We have so far not been investing in the training of trainers. This will change. There will also be a focus on imparting modern skills such as robotics," he said.
Both the schemes are aimed at institutional reforms and improving quality and market relevance of skill development training programmes in long and short-term Vocational Education and Training (VET).
"There has been a long felt need for a national architecture for promoting convergence, ensuring effective governance and regulation of skill training and catalyzing industry efforts in vocational training space. The two schemes shall address this need by setting up national bodies for accreditation and certification which shall regulate accreditation and certification in both long and short-term VET," according to an official release.
STRIVE scheme shall incentivize ITIs to improve overall performance including apprenticeship by involving SMEs, business association, and industry clusters. The schemes aim to strengthen institutions such as State Skill Development Missions, National Skill Development Corporation, Sector Skill Councils, ITIs.
The schemes shall support universalization of National Skills Qualification Framework including National Quality Assurance Framework across the skill development schemes of central and state governments thus ensuring standardization in skill delivery, content and training output, the release added.
