He notes that interactions with non-officials can provide valuable insights, clarify policy misunderstandings, and offer new ideas. Dr. Somanathan emphasizes that meetings should be held in offices, not in clubs or hotels, and should not be denied based on an individual's profession or background, including contractors, trade union members, or those under investigation. If necessary, another official can be present at the meeting for precautionary reasons.
