New Delhi (25.09.2025): A significant number of central government ministries and departments are in the process of relocating to the newly built Kartavya Bhawan (Common Central Secretariat), with orders to complete the shift during the ongoing Navratra period. However, the move has reportedly been met with resistance and concerns from a section of senior officials, with the Central Secretariat Service (CSS) also raising formal objections.
According to sources, high-level offices currently housed in the North Block, including the Ministry of Finance, CBDT, and CBIC, have been packing up to move to the new facility by September 29. Insiders say that some senior officials, particularly those nearing retirement, are reluctant to make the move. 
Further, the Central Secretariat Service (CSS) Forum, representing the core workforce of the government, has formally lodged grievances with the Principal Secretary to the Prime Minister, P.K. Mishra, and the Secretary of the Ministry of Housing and Urban Affairs. The forum has highlighted that the space and seating arrangements allocated to CSS officers in the new building are less than mandated, raising concerns about confidentiality and operational efficiency.
The Ministry of Home Affairs (MHA) has already relocated to Kartavya Bhawan, but there are whispers that it may seek to shift again to the Executive Enclave, an adjacent part of the Central Vista project.
