BPR&D Director General (DG) AP Maheshwari (IPS:1985:UP) has said the bureau "must aim to deliver value-added responses right from the cognitive stage to delivery at cutting edge level" in view of the emerging challenges to policing the country. For this purpose, he is focused on setting up a think tank that can provide simple technological solutions to cope with the challenges.
He has reportedly pointed out that the nature of internal security has changed dramatically as the country perpetually stares at proxy war situations, border transgressions, and demonstrative impacts of global terrorist occurrences. These situations, according to him, call for dynamic responses which could be activated instantly to counter any threat.
For this purpose, Maheshwari, known for his scholarly attitude as well as pragmatism, wants to develop a national think tank by involving the best police officers in research and development to provide simple policing and technological solutions for the country's police force.
The Bureau already has a technology platform called NCIS, which actively collaborates with IIT-Mumbai. It wants to upgrade it to a national technology platform, with members of IIT-Delhi on board.
While there are many think-tanks looking into policing solutions - such as the Police Foundation and Institute and the Vivekananda Foundation, but it's left to the Bureau how it deals with the piles of data. So unless it has the brightest minds working with it, it may not be able to cope with the challenges of processing and interpreting them. Clearly, Maheshwari has a strong case for establishing a think tank.
