The appointment of Bimadhar Pradhan (IAS:BH:1987) as Patna Commissioner is being perceived as Nitish Kumar's message (louder than it appears) to PM Narendra Modi over top rank appointments at centre.
On April 21 the government of India had appointed Bimadhar Pradhan as Advisor, NDMA as successor of Anita Bhatnagar (IAS:UP:1985), the incumbent Advisor, NDMA.
Interestingly, the Govt of India had appointed Pradhan by giving relaxation in cooling-off period. His cooling-off period is scheduled to complete on 16 December 2015.
Instead of relieving from state Bihar Government appointed Pradhan as Patna Commissioner. Insiders say that Bihar CM would have found this appointment distasteful as prior NoC would not have been taken from the state govt.
